Steven Loeb

Steven Loeb’s principal areas of practice include commercial building, industrial, highway and large civil construction, architect’s and engineer’s professional liability, errors and omissions, standard of care, design professional business practices, public bid law, American with Disabilities Act, mediation and arbitration. His experience includes litigation of complex multi-party construction matters, drafting legislation and standard form agreements for the American Institute of Architects, and arbitration of disputes between owners, developers, contractors, subcontractors, sureties and design professionals.

Steven has also handled complex insurance and surety claims, all as part of his construction law practice. Steven has been a panel arbitrator with the American Arbitration Association, and a Certified Mediator on Americans with Disabilities Act matters through Key Bridge Foundation/U.S. Department of Justice.

After graduating from the Tulane School of Architecture in 1982, Steven worked as an associate architect with the Curtis and Davis firm in New Orleans on projects including the Louisiana World’s Fair and the Greater New Orleans Mississippi River Bridge, serving as the only architect working with the engineers on the bridge and connecting highways. In 1983, Steven was transferred to Houston, TX after Curtis and Davis was acquired by Daniel Mann Johnson and Mendenhall, an international architectural and engineering firm.

In 1984 Steven returned to New Orleans where he started a design-build firm. After the birth of his son, he began law school in August 1986. Steven worked full time in his design-build business and then later as a full time law clerk, attending law school at night. His daughter was born in the spring of his first semester in law school.

Immediately after obtaining his Juris Doctor, Steven joined his present law firm where his law practice focuses exclusively on construction and public bid law, principally as a litigator representing design professionals, contractors and public owners.

In 2018, Steven founded Construction Project Neutral, LLC. promoting an effective dispute resolution procedure with the pre-construction appointment of an arbitrator to limit the duration between claim and resolution to an absolute minimum. The Neutral becomes a project team member to stay informed of the progress of, delays to, or issues with the work as a means of managing the negative impact of delay and disruption to the construction schedule.  Construction Project Neutral is risk management approach to dispute resolution recognizing that having an arbitrator on call who has working knowledge of the project can react quickly and prevent extended, complicated, and expensive litigation.
